## Abstract

This document contains the agenda and minutes of the FG-TIDA 2nd preparation meeting (virtual, 2 September 2026, 100 participants), held during the "Interregnum" period between the launch of the Focus Group (9 July 2026, AI for Good Global Summit) and its first meeting (Paris, 1–4 December 2026).

## 1. Introduction

This document contains the agenda and minutes of the 2nd preparation meeting of the Focus Group on Trust and Identity for Humans and Agentic AI (FG-TIDA), held during the "Interregnum" period: the phase between the launch on 9 July 2026 at the AI for Good Global Summit and the first meeting in Paris on 1–4 December 2026. During this phase, the structure, leadership, and initial deliverables of the Focus Group are prepared, for approval at the Paris meeting.

Four preparation meetings are planned, all virtual: 29 July, 2 September, 30 September, and 4 November 2026. An additional virtual meeting was agreed during this session, proposed for 14 October 2026.

## 5. Discussion Summary

### 5.1 Introduction and Focus Group overview

The management team introduced themselves and clarified that TIDA is an open community, not requiring ITU membership to participate. Emphasis was placed on moving communication to mailing lists and using GitHub as the central collaboration platform. Participants are invited to join the mailing list [here](https://www.itu.int/en/ITU-T/focusgroups/tida/Pages/default.aspx). Participants were reminded of the timeline and key dates for virtual and in-person meetings.

### 5.2 First in-person meeting planning

Stéphanie de Labriolle presented a provisional program for the December meeting in Paris. Opportunities for networking dinners and related events were highlighted. Final details are to be shared in the coming weeks.

### 5.3 Use cases and taxonomy work

Amir Banifatemi and Trisha Chakraborty introduced the use case template designed to capture functional scenarios involving agentic AI systems. The template includes fields such as title, sector, description, actors, actions, problems, mitigations, gaps, risk levels, theme relevance, requirements, assessment criteria, duplication check, maturity, IP/confidentiality, and assets. The template is a living document expected to evolve with community feedback and will be integrated into GitHub for direct issue tracking and collaboration in the coming week.

Discussion clarified that the initial focus is on functional interactions, with security aspects to be incorporated later. Participants raised points about linking use cases to existing ITU-T recommendations, threat modeling, and the importance of grounding use cases in real-world contexts. Iván Abril Palma suggested mapping use cases to case studies and challenges to simplify understanding and cross-group collaboration. Peter Shmitt shared use cases from 3GPP.

### 5.4 Theme presentations

- **Theme 4 (Artur Hecker) — Access control and security policy enforcement with metamorphic AI agents.** Discussed the unique challenges of securing AI agents whose behavior is non-deterministic and morphing, and proposed studying new ways to represent AI agents in security policies beyond fixed identities. Two approaches were outlined: adapting classical security policies with invariant properties, or developing intent-based security policies using AI for enforcement.

- **Theme 6 (Cyril Gorlla) — Intent-based security policy expression, coexistence, and runtime verification.** Focused on evaluating actions against security policies expressed as intents rather than identity-based rights. Introduced a framework with verdict states (permit, remediate, block, escalate, indeterminate) and the need for standardized decision semantics. Highlighted the concurrency of identity, trust, and evaluation questions across related themes. Plans to pilot in regulated financial services to test expression and verification.

- **Theme 8 (Henk Birkholz, Houda) — Remote attestation for agentic AI systems (teaser).** Emphasized the importance of trustworthy evidence and provenance for AI agent assertions, and noted the intent to build on existing remote attestation work to address gaps specific to agentic AI. A detailed presentation is planned for the next meeting.

### 5.5 Coordination with Study Group 17

Paul B. Najarian raised a concern about new work items proposed in Study Group 17 that overlap with TIDA's scope. Arnaud Taddei confirmed that Study Group 17 will triage contributions to ensure proper allocation between the study group and the Focus Group. Coordination between Study Group 17 leadership and TIDA management will ensure clear boundaries and avoid duplication.

### 5.6 Meeting management and next steps

Agreement was reached to add an additional virtual meeting in October due to the volume of theme proposals. Participants were encouraged to engage via GitHub and mailing lists to streamline communication. Presenters and theme owners are to continue refining proposals and collaborate offline to resolve overlaps and define working groups.
