Summary

The first objective in the FG-TIDA Terms of Reference is Terminology and Definitions: "To study and harmonize concepts, terminology and working definitions relevant to interoperable trust management and digital identity for humans and agentic AI."

The Theme focuses on harmonizing core definitions, terminology, and taxonomy for TIDA to ensure a common understanding across stakeholders. It is to support interoperability and consistency by providing a unified vocabulary baseline for all FG-TIDA studies and deliverables

Scope / Open Questions

Misunderstandings arise when the same word means two different things to two different people. This can delay consensus, or sometimes give the appearance of consensus when there actually is disagreement. AI is a very new field, and the work of TIDA will get into areas where new words will need to be used, or old words redefined. And because it is a new field, terminology is also useful for understanding concepts that might be new to some people.

Other places where AI terminology is being defined that may or may not overlap with FG-TIDA terminology:
- FG-AINN Terminology FG-AINN Liaison on Terminology <https://extranet.itu.int/sites/itu-t/focusgroups/eai/input/FGEAI-I-031.zip>
- FG-EAI Terminology TR-Term-analysis <https://extranet.itu.int/sites/itu-t/focusgroups/eai/input/FGEAI-I-099.docx>
- IEEE SA P3123 Standard for AI/ML Terminology <https://standards.ieee.org/ieee/3123/12582/>

The group will need to decide how the work within the other themes interacts with the work in this theme and how harmonization is to take place.
